Why no hard shoulder?

I HAD the misfortune to drive down the M60 on Monday from Rochdale to the Heaton Park junction and was amazed and shocked at what I witnessed.

For a start, traffic was flowing freely on four lanes yet the 50mph limit still applies.

More amazing was that the hard shoulder no longer exists.

What do the Highways Agency expect a driver to do in the event of an emergency – block the inside lane?
