Two fined for dumping bags
TWO men from Runcorn have been fined for dumping two rubbish bags.
Mark Ruscoe, 35, of Dale Street, Runcorn, was summonsed to appear in North Cheshire Magistrates’ Court following a report of refuse sacks ditched on land on Norman Road on December 9.
A spokeswoman for prosecuting authority Halton Borough Council said a short investigation revealed Ruscoe to be responsible as the bags’ contents originated from his property.
Ruscoe was slapped with a fixed penalty notice, which if paid, would have allowed him to avoid court.
He was summonsed after failing to pay within 14 days.
The spokeswoman said he did not attend and the case was heard in his absence.
He was found guilty and received a financial penalty totalling £260 to be settled in 28 days.
Christopher Bennett, 33, of Parker Street, Runcorn, was summonsed to court after a report of rubbish being dumped on land at Parker Street on December 9.
Bennett was identified as the culprit and slapped with a fixed penalty notice.
Again, he failed to pay within 14 days and did not attend a court despite receiving a summons.
The case was heard in his absence.
Bennett was found guilty and received a financial penalty of £260 to be paid within 28 days.
