Two fined for dump­ing bags

TWO men from Run­corn have been fined for dump­ing two rub­bish bags.

Mark Rus­coe, 35, of Dale Street, Run­corn, was sum­monsed to ap­pear in North Cheshire Mag­is­trates’ Court fol­low­ing a re­port of refuse sacks ditched on land on Nor­man Road on De­cem­ber 9.

A spokeswoman for pros­e­cut­ing au­thor­ity Hal­ton Bor­ough Council said a short in­ves­ti­ga­tion re­vealed Rus­coe to be re­spon­si­ble as the bags’ contents orig­i­nated from his prop­erty.

Rus­coe was slapped with a fixed penalty no­tice, which if paid, would have al­lowed him to avoid court.

He was sum­monsed af­ter fail­ing to pay within 14 days.

The spokeswoman said he did not at­tend and the case was heard in his ab­sence.

He was found guilty and re­ceived a fi­nan­cial penalty to­talling £260 to be set­tled in 28 days.

Christo­pher Ben­nett, 33, of Parker Street, Run­corn, was sum­monsed to court af­ter a re­port of rub­bish be­ing dumped on land at Parker Street on De­cem­ber 9.

Ben­nett was iden­ti­fied as the cul­prit and slapped with a fixed penalty no­tice.

Again, he failed to pay within 14 days and did not at­tend a court de­spite re­ceiv­ing a sum­mons.

The case was heard in his ab­sence.

Ben­nett was found guilty and re­ceived a fi­nan­cial penalty of £260 to be paid within 28 days.
