Protection for pups
A consultation on a new licensing regime for dog, cat and rabbit owners has been launched by the Scottish Government. The move follows concerns over animal welfare, particularly in relation to puppies sold by unlicensed dog breeders. Under existing law, five litters of puppies can be produced in a year without any legal obligations or inspections for the breeder. New regulations could be applied to anyone producing three or more litters from their dogs, cats or rabbits in a year.
