Pro­tec­tion for pups

A con­sul­ta­tion on a new li­cens­ing regime for dog, cat and rab­bit own­ers has been launched by the Scot­tish Govern­ment. The move fol­lows con­cerns over an­i­mal wel­fare, par­tic­u­larly in re­la­tion to pup­pies sold by un­li­censed dog breed­ers. Un­der ex­ist­ing law, five lit­ters of pup­pies can be pro­duced in a year with­out any le­gal obli­ga­tions or in­spec­tions for the breeder. New reg­u­la­tions could be ap­plied to any­one pro­duc­ing three or more lit­ters from their dogs, cats or rab­bits in a year.
