Q: Can you tell me what is the best way to safely net a fish when working in a very strong tide?

DL says: When attempting to net a fish in a fast flow of water, the problem arises when the fish surfaces out of reach of the net, and either starts to spin, or massively increases the load on your tackle by opening its mouth.

the best technique is for the angler to move as far forward in the boat’s cockpit as he can, while the man with the net remains at the aft end. hopefully, the fish will be in reach of the net when it breaks the surface, but be prepared to ease the fish back into the net, as pulling the net against the tide is next to impossible.
