When is an attack a terrorist attack?
The Terrorism Act 2000 gives a broad definition of such offences.
Under the legislation, they are designed to “influence” the Government “or to intimidate the public or a section of the public” for a political, religious, racial or ideological cause.
The action has to involve the use, or threat, of serious violence against a person, serious damage to property, endangering a person’s life, or creating a serious risk to the health or safety of the public. It can also involve disrupting an electronic system.
