al­lowed to do its job. But it’s an awk­ward as­pect of that sys­tem that peo­ple who have lived here for decades since child­hood of­ten still aren’t ci­ti­zens, usu­ally be­cause the con­stantly chang­ing mire of pa­per­work is such a pain.

Bri­tain is uniquely bad at ad­min­is­ter­ing im­mi­gra­tion. If the Govern­ment wants to toughen up pol­icy, it should also tighten up its pa­per­work.
