ECON­O­MIST Hans-Werner Sinn, chair­man of the Ifo in­sti­tute said: “In ev­ery cri­sis, peo­ple look for cul­prits, scape­goats. Dur­ing the 1929 cri­sis, no­body wanted to be­lieve in anony­mous, sys­temic flaws. Peo­ple turned against the Jews at the time.
