Free-kicks from William Hayhurst and Sean Williams were off-target as well.
Ben Ascroft saved well from Kedwell and Dave Winfield had a shot blocked.
Fleet started the second half brighter. Adam Carden went close from a short corner and Ashmore saved from Devarn Green as Warrington went for for the winner.
