Dog fouling ‘name and shame’ idea dropped
A PLAN to ‘name and shame’ non-payment of fixed penalties for dog fouling has been dropped by Argyll and Bute councillors, as expected.
Elected members asked officers to find out the legal position on naming those people who allowed their dogs to foul but didn’t pay the penalties.
Councillors meeting last Thursday heard legal advice had confirmed that ‘ we cannot name and shame individuals when fixed penalty notices are issued.
‘It would only be possible to name individuals where they failed to pay the fixed penalty charge and the person was subsequently convicted in court of an offence with their personal details released via the media’.
