Dog foul­ing ‘name and shame’ idea dropped

A PLAN to ‘name and shame’ non-pay­ment of fixed penal­ties for dog foul­ing has been dropped by Ar­gyll and Bute coun­cil­lors, as ex­pected.

Elected mem­bers asked of­fi­cers to find out the le­gal po­si­tion on nam­ing those peo­ple who al­lowed their dogs to foul but didn’t pay the penal­ties.

Coun­cil­lors meet­ing last Thurs­day heard le­gal ad­vice had con­firmed that ‘ we can­not name and shame in­di­vid­u­als when fixed penalty no­tices are is­sued.

‘It would only be pos­si­ble to name in­di­vid­u­als where they failed to pay the fixed penalty charge and the per­son was sub­se­quently con­victed in court of an of­fence with their per­sonal de­tails re­leased via the me­dia’.
