Jackson escaped last year. After the 53-year-old was recaptured a few days later, it emerged it was the second time he had managed to abscond while serving his sentence for killing Gill Evans, 29.

Jackson, who was jailed for life, also escaped in 1997, fleeing the medium-security Ranby Prison in Nottingham. Last November, rapist Admi Headley, 34, walked out of Leyhill prison before being taken in by University of Bristol students who got him to hand himself in.

Also on the list i s Standford Hill prison, where Michael “Skull Cracker” Wheatley, 58, walked out in 2014 and then raided a building s ociety. And there were another 61 inmates who escaped in the last five years after giving escorts the slip while they were being transported.

The MoJ said: “Absconds have fallen to a record low, down 75 per cent on a decade ago. Prisoners are risk-assessed before being moved to open conditions and those who abscond are returned to closed prisons where they serve additional time.” OBORE ex eriuree tumsandip etuerat. David Spencer, research director at t he Centre f or Crime Prevention think-tank, said: “This data highlights the risks open prisons pose to the public. Serious, violent and sexual offenders should not be considered for open prison places.

“It is time the Ministry of Justice stopped placing dangerous offenders in what seem to amount to taxpayer-funded holiday camps.”
