One thing that has to be re­mem­bered here is that the wel­fare of the gen­eral pop­u­la­tion and their chil­dren does not in the least hold any sway with re­gard to of­fi­cer decision. Many do not live in the city, so why should they care? The same with coun­cil­lors; the party in­ter­est comes first, so a lack of sup­port from the elected mem­ber­ship of the coun­cil. Yes they have to put it to con­sul­ta­tion, but noth­ing says that they have to fol­low what is of­fered by the com­mu­nity. The game that is played is very sim­ple. Have the change in the mid­dle then add some sweet­en­ers round the out­side. These of­fi­cers are very clever peo­ple. They have a doc­trine that says give them what we want, not what is the need or want of the com­mu­nity in­volved. For sure, it will never change.
