One thing that has to be remembered here is that the welfare of the general population and their children does not in the least hold any sway with regard to officer decision. Many do not live in the city, so why should they care? The same with councillors; the party interest comes first, so a lack of support from the elected membership of the council. Yes they have to put it to consultation, but nothing says that they have to follow what is offered by the community. The game that is played is very simple. Have the change in the middle then add some sweeteners round the outside. These officers are very clever people. They have a doctrine that says give them what we want, not what is the need or want of the community involved. For sure, it will never change.
