BRI­TAIN is past the cross­roads and needs to turn round pretty quickly. There are some ba­sic truths that dic­tate Gov­ern­ment pol­icy, the prime one be­ing that we are not self-suf­fi­cient, so there­fore need trad­ing part­ners.

In the past we had the tech­no­log­i­cal ad­van­tage in both civil and mil­i­tary fields to im­pose our­selves on the rest of the world. Since re­treat from Em­pire, the main prob­lem con­fronting suc­ces­sive Gov­ern­ments has been how to main­tain pri­macy, while other na­tions catch up, and over­take us. In the ’70s the decision was made to turn away from the Com­mon­wealth, and look to Europe. The mer­its of this can be de­bated in­fini­tum, but it is what we did, so we have to deal with that sit­u­a­tion now. If we now turn our back on Europe we will be lost at sea, there­fore we have to make an un­easy
