New team to cost coun­cil £140,000

NEW staff cost­ing about £140,000 a year are to be ap­pointed to over­see Peter­bor­ough City Coun­cil’s ex­ter­nal con­tracts.

The team will man­age the con­tracts with pri­vate and not-for­profit or­gan­i­sa­tions - like En­ter­prise Peter­bor­ough, Serco and Vi­vac­ity - which have taken over coun­cil ser­vices.

The move was crit­i­cised by op­po­si­tion groups who said it was cre­at­ing a buf­fer be­tween the cab­i­net and the of­fi­cers.

Lib­eral Demo­crat coun­cil­lor Dar­ren Fower said: “I think it is a mas­sive kick in the teeth to the hun­dreds of peo­ple who lost their jobs.

“What we have here is a buf­fer zone. The cab­i­net are very happy to take the com­pli­ments but don’t like it when things are go­ing wrong.

“And I think we’ve got to the sit­u­a­tion where we have lots of man­agers but no­body to man­age.”

The four roles are client prop­erty man­ager, a com­mer­cial ser­vices as­sis­tant, an IT part­ner­ship of­fi­cer and strate­gic part­ner­ship man­ager.

The strate­gic part­ner­ship man­ager is the high­est paid with a salary be­tween £47,124 and £51,906; the client prop­erty man­ager be­tween £35,430 and £38,961; while the com­mer­cial as­sis­tant and IT of­fi­cer will be on £22,221 to £25,472.

Each role will be look­ing af­ter the con­tracts with En­ter­prise, Vi­vac­ity and Serco, which be­tween them run ser­vices rang­ing from bin col­lec­tion to mu­se­ums.

The coun­cil de­fended the move say­ing the con­tract with En­ter­prise Peter­bor­ough saves £3 mil­lion a year, the one with Vi­vac­ity saves £1 mil­lion a year and the Serco con­tract £2 mil­lion a year.

Cllr Matthew Lee, deputy coun­cil leader, said: “The jobs have been cre­ated as a re­sult of the strate­gic part­ner­ships we have en­tered into with En­ter­prise Peter­bor­ough, Vi­vac­ity and Serco, each of which has gen­er­ated sig­nif­i­cant sav­ings for the coun­cil and ul­ti­mately tax­pay­ers.

“It is im­por­tant that we drive these part­ner­ships to add to the suc­cess they have achieved so far both in terms of the qual­ity of ser­vice they of­fer and the sav­ings they have gen­er­ated.

“This new team will be re­spon­si­ble for en­sur­ing that through our part­ners we are of­fer­ing the peo­ple of Peter­bor­ough the best ser­vices at the best price.”
