Will no one think of the children?!
JJ CARTER department; they do not actually do the job. It is the department that needs to fix the issue. We tend to think cabinet members and MPS are the department. Civil servants have sometimes been in place for up to 25 years, running inefficient departments. It takes a cabinet minister time to understand the workings of that department. They have no qualification in whatever the department deals with; they are not gurus, they oversee and whip people to do their job and follow the council’s policies. Civil servants can, during the course of their career of say 20 years, see up to 30 different cabinet members overseeing them. With this instability, it is no wonder nothing ever gets done. If she resigned, someone new will be appointed and the department will spend its time getting this person up to speed on how the department is run. This would detract from actually administering the changes and delay the implementation of improvements. The real question that needs to be addressed is, is Sheila Scott communicating the council’s instructions with clarity and is the council requesting the right information for her to request of the department?
