Will no one think of the chil­dren?!

JJ CARTER depart­ment; they do not ac­tu­ally do the job. It is the depart­ment that needs to fix the is­sue. We tend to think cab­i­net mem­bers and MPS are the depart­ment. Civil ser­vants have some­times been in place for up to 25 years, run­ning in­ef­fi­cient de­part­ments. It takes a cab­i­net min­is­ter time to un­der­stand the work­ings of that depart­ment. They have no qual­i­fi­ca­tion in what­ever the depart­ment deals with; they are not gu­rus, they over­see and whip peo­ple to do their job and fol­low the coun­cil’s poli­cies. Civil ser­vants can, dur­ing the course of their ca­reer of say 20 years, see up to 30 dif­fer­ent cab­i­net mem­bers over­see­ing them. With this in­sta­bil­ity, it is no won­der noth­ing ever gets done. If she re­signed, some­one new will be ap­pointed and the depart­ment will spend its time get­ting this per­son up to speed on how the depart­ment is run. This would de­tract from ac­tu­ally ad­min­is­ter­ing the changes and de­lay the im­ple­men­ta­tion of im­prove­ments. The real ques­tion that needs to be ad­dressed is, is Sheila Scott com­mu­ni­cat­ing the coun­cil’s in­struc­tions with clar­ity and is the coun­cil re­quest­ing the right in­for­ma­tion for her to re­quest of the depart­ment?
