A skewed cy­cle

It seems to be widely ac­cepted that the next Holy­rood elec­tion will be held in 2021. The Scot­land Act stip­u­lated that these elec­tions should be held ev­ery four years. On the orig­i­nal sched­ule start­ing in 1999, the next elec­tion should fall in 2019. This should be hon­oured; oth­er­wise the Holy­rood elec­tions will be per­pet­u­ally skewed to the West­min­ster five-year cy­cle.
