A skewed cycle
It seems to be widely accepted that the next Holyrood election will be held in 2021. The Scotland Act stipulated that these elections should be held every four years. On the original schedule starting in 1999, the next election should fall in 2019. This should be honoured; otherwise the Holyrood elections will be perpetually skewed to the Westminster five-year cycle.
