Major rail shake-up in Theresa May’s sights after long summer of train chaos

Theresamay­hasbeenacc­used by Labour of “tinkering” with the railways following a summer of chaos for passengers amid reports the UK government is planning the biggest review of rail franchisin­g since the 1990s.

The Prime Minister is understood to have authorised a major review led by an external figurehead to examine how to improve the railways without abandoning the use of private operators.

It comes after passengers in northern England faced weeks of chaos amid the disruption caused by the failed May timetable change and in the wake of the furore over the collapse of the East Coast main line.

Transport Secretary Chris Grayling has been accused of failing to get a grip on the railways.

Mrs May’s plan was reportedly raised at a meet- ing in Downing Street hosted by Gavin Barwell – the PM’S chief of staff – and attended by ministers.

An official said Mr Barwell also said the government would take action on rail fares as soon as possible. The review still needs approval from the Treasury.

The proposals would be the second major review of the franchise system in five years. The government was forced to take back control of the East Coast franchise in May.
