Why the slow down­load speed?

I sym­pa­thise with John Mc­cloy (In­box, Is­sue 431), who says he re­ceives down­load speeds of only 0.6Mbps. I live in Cardiff, about 60 yards from a road­side green cab­i­net and just over a mile from the tele­phone ex­change, yet I can only get down­load speeds of be­tween 0.1 to 0.6Mbps. Cu­ri­ously, when I per­form a speed test us­ing one of the many pro­grams avail­able for this, it gives a read­ing of 3-4.5Mbps. Why is this? My ISP sent an en­gi­neer to test my sys­tem but couldn’t find any prob­lem. Maybe it’s time BT Open­reach checked the state of the con­nec­tion to my house, al­though with Vir­gin Me­dia ca­ble in the road, I doubt I would be a pri­or­ity. Tom J, via email
