Is this lagoon really value for money?

SO First Minister Carwyn Jones offers “at least £100m” to kick-start the tidal lagoon in Swansea Bay (Western Mail, January 11).

Has Mr Jones, his government or his advisers really done their homework to find out for sure whether this technology is truly viable and value for money?
