Ukraine’s Ri­nat Akhme­tov rose in Bloomberg bil­lion­aires’ in­dex. The new in­dex, pub­lished on Sept. 4, es­ti­mated Akhme­tov’s net worth at $4.38 bil­lion, mean­ing that the oli­garch’s for­tune rose by $1 bil­lion since March 2016. Many link the growth to the fact that Akhme­tov’s en­ergy com­pa­nies ben­e­fited from Rot­ter­dam Plus, a gen­er­ous en­ergy tar­iff launched in 2016 that al­lows elec­tric­ity dis­trib­u­tors to link the elec­tric­ity prices to ex­pen­sive imported coal, re­gard­less of the ori­gin of the coal that is ac­tu­ally used in en­ergy pro­duc­tion. Do­mes­tic coal pro­duc­tion in Ukraine is much cheaper. Akhme­tov also did well un­der ex-Pres­i­dent Vik­tor Yanukovych.
