Ukraine’s Rinat Akhmetov rose in Bloomberg billionaires’ index. The new index, published on Sept. 4, estimated Akhmetov’s net worth at $4.38 billion, meaning that the oligarch’s fortune rose by $1 billion since March 2016. Many link the growth to the fact that Akhmetov’s energy companies benefited from Rotterdam Plus, a generous energy tariff launched in 2016 that allows electricity distributors to link the electricity prices to expensive imported coal, regardless of the origin of the coal that is actually used in energy production. Domestic coal production in Ukraine is much cheaper. Akhmetov also did well under ex-President Viktor Yanukovych.
