CHICAGO — The fed­eral govern­ment or­dered 10 states, in­clud­ing Texas, to de­velop plans to re­duce the num­ber of ac­ci­dents at rail­road cross­ings or risk a loss of fund­ing, of­fi­cials said. Op­tions in­clude shut­ting down cross­ings or build­ing over­passes or tun­nels to sep­a­rate trains and ve­hi­cles. The rule will go into ef­fect Aug. 27, and states must sub­mit their plans within one year and im­ple­ment them within five years.
