Typhoon leaves 26 dead, 38 missing

MANILA — The first typhoon to lash the Philip­pines this year flooded parts of Manila, top­pled power lines and killed at least 26 peo­ple, many of them try­ing to scram­ble to safety af­ter the storm changed course. Thirty-eight peo­ple were missing, mostly fish­er­men. Pres­i­dent Benigno Aquino III scolded the weather bureau for fail­ing to pre­dict that Typhoon Con­son would hit Manila.
