In­tel­li­gence ser­vice’s power to grow

MOSCOW — The lower house of Rus­sia’s par­lia­ment passed a bill al­low­ing the coun­try’s in­tel­li­gence ser­vice to of­fi­cially warn cit­i­zens that their ac­tiv­i­ties could lead to a fu­ture vi­o­la­tion of the law, re­viv­ing a Soviet-era KGB prac­tice that was of­ten used against dis­si­dents. Pres­i­dent Dmitry Medvedev is ex­pected to sign it into law shortly, but crit­ics warned that the prac­tice could be used to in­tim­i­date govern­ment op­po­nents and sti­fle protests.
