On Mon­day, Se­be­lius gave pre­lim­i­nary ap­proval to state-based ex­changes be­ing es­tab- lished by Colorado, Con­necti­cut, Mary­land, Mas­sachusetts, Ore­gon and Washington.

The ex­changes are on­line su­per­mar­kets where peo­ple can shop for pri­vate health in­surance and ob­tain fed­eral sub­si­dies to help de­fray the cost.
