Boy, 15, charged with killing 17-year-old in Mor­rell Park

A 15-year-old boy has been charged with killing a fel­low teenager in Mor­rell Park in late July, ac­cord­ing to court records. Tarik Kelly was ar­rested Satur­day and charged with first-de­gree mur­der in the shoot­ing of17-year-old Blake Ham­mond in the 2400 block of Wash­ing­ton Blvd. on July 28. Kelly was charged as an adult with eight counts re­lated to the in­ci­dent, court records show. He was be­ing held with­out bail, ac­cord­ing to the records. Nei­ther he nor his fam­ily could be reached for com­ment. Ham­mond’s fam­ily also could not be reached for com­ment. Po­lice re­sponded to Mor­rell Park about 10:43 p.m. and found Ham­mond ly­ing on his stom­ach, suf­fer­ing from gun­shot wounds. Ac­cord­ing to court records, wit­nesses said the shoot­ing oc­curred in the mid­dle of a con­ver­sa­tion be­tween the two teens. A sec­ond, un­known per­son fired a gun as well, the records say. Po­lice are in­ves­ti­gat­ing to find the iden­tity of the sec­ond shooter. Po­lice also made an­other homi­cide ar­rest last week. Roy Clark, 36, was ar­rested Aug. 25 in the fa­tal shoot­ing of 46-year-old Cedric White­head in the first block of S. Monastery St. in West Baltimore on Aug. 19. Clark was be­ing held with­out bail, and is charged with first- de­gree mur­der, first-de­gree and sec­ond-de­gree as­sault and three gun vi­o­la­tions.
