De­vel­oper plans more Fed­eral Hill apart­ments

The new owner of the Har­bor Hill apart­ments in Fed­eral Hill is propos­ing to build more units on the prop­erty. South­ern En­gi­neer­ing Corp., which pur­chased the com­plex in March for $26.8 mil­lion, plans a four-story brick build­ing above a two-level un­der­ground park­ing garage, said David Karceski, a part­ner at Ven­able LLP, who is work­ing with the Bethesda firm. The build­ing would go on a park­ing lot on River­side Av­enue. The board of the Fed­eral Hill Neigh­bor­hood As­so­ci­a­tion re­ceived a pre­sen­ta­tion a few weeks ago about the project, said board mem­ber Bob Merbler. He ex­pects the new build­ing to con­tain fewer than 100 units, though the op­tions open to the de­vel­oper vary de­pend­ing on the out­come of the city’s new zon­ing code. Karceski wrote in an email that the de­vel­oper is work­ing to “de­sign the build­ing to an ap­pro­pri­ate size and scale in keep­ing with the neigh­bor­hood.”
