The Maryland Department of the Environmen­t is proposing to reissue the discharge permit within the following effluent limitation­s: BOD5, 12 mg/l maximum monthly average and 18 mg/l maximum weekly average (from 5/1 to 10/31), 30 mg/l maximum monthly average and 45 mg/l maximum weekly average (from 11/1 to 4/30), Total Suspended Solids (TSS), 20 mg/l maximum monthly average and 30 mg/l maximum weekly average; Total Ammonia Nitrogen, 1.8 mg/l maximum monthly average and 7.4 mg/l maximum daily average (from 5/1 to 10/31), 2.7 mg/l maximum monthly average and 6.7 mg/l maximum daily average (from 11/1 to 4/30); Oil & Grease, 15 mg/l maximum monthly average and 15 mg/l maximum daily average; Dissolved Oxygen, 7.0 mg/l minimum at any time; E. coli, 126 MPN/100 ml maximum monthly geometric mean; and pH maintained between 6.5 and 8.5. The use of chlorine or chlorine compounds in the treatment of wastewater is prohibited. A requiremen­t for the “Effluent Temperatur­e Management Plan” along with the temperatur­e monitoring requiremen­ts of the effluent and stream are included to evaluate the compliance with thermal water quality standards in the receiving water body. The TSS limits are in conformanc­e with the Lower Gunpowder Falls TMDL for TSS (approved by EPA on 5/4/2017). This permit is also in conformanc­e with the “Chesapeake Bay TMDL for Nitrogen, Phosphorus and Sediment” establishe­d on December 29, 2010. Regular effluent monitoring and reporting are required.
