Form a 51/2 x 41/4-inch card from white cardstock.
Use black ink to stamp plaid background onto a 51/2 x 2-inch piece of white cardstock; adhere to card aligning bottom edges.
Cut a 51/2 x 4-inch piece of white cardstock; diecut scallops along bottom edge. Emboss panel with license plate folder. Wrap ribbon around panel as shown; tape ends to back. Adhere to card using matte adhesive to secure top edge and foam squares for scallop edge.
Stamp manatee and palm tree images onto white cardstock with black ink; sprinkle clear embossing powder over images and heat-set. Color with markers; cut out.
Stamp sentiment onto black cardstock with watermark ink; sprinkle white embossing powder over words and heat-set. Cut out as shown.
Referring to photo, adhere images and sentiment to card using foam squares for palm tree.
