Se­rial sex of­fender gets 25 years

— A man re­ceived a 25-year prison term Wed­nes­day for sex­u­ally abus­ing a girl in­side an Elk­ton home on nu­mer­ous oc­ca­sions over a four-year pe­riod — mark­ing the sec­ond time he has been convicted and sen­tenced for child mo­lesta­tion since 2003.

Cec i l County Cir­cuit Court Ad­min­is­tra­tive Judge Keith A. Baynes im­posed a max­i­mum 25-year sen­tence on Julius Thomas Devin­centz Jr., 52, for child sex abuse and a con­sec­u­tive, sus­pended 10year sen­tence for a re­lated sec­ond-de­gree as­sault con­vic­tion.

“This cries out for pun­ish­ment. We need to send a mes­sage that the com­mu­nity will not ac­cept this type of be­hav­ior,” Baynes said from the bench.

The judge or­dered Devin­centz to serve five years of su­per­vised pro­ba­tion af­ter com­plet­ing his 25year prison term, of which he must serve half be­fore he would be el­i­gi­ble for his
