Serial sex offender gets 25 years
— A man received a 25-year prison term Wednesday for sexually abusing a girl inside an Elkton home on numerous occasions over a four-year period — marking the second time he has been convicted and sentenced for child molestation since 2003.
Cec i l County Circuit Court Administrative Judge Keith A. Baynes imposed a maximum 25-year sentence on Julius Thomas Devincentz Jr., 52, for child sex abuse and a consecutive, suspended 10year sentence for a related second-degree assault conviction.
“This cries out for punishment. We need to send a message that the community will not accept this type of behavior,” Baynes said from the bench.
The judge ordered Devincentz to serve five years of supervised probation after completing his 25year prison term, of which he must serve half before he would be eligible for his
