(Chicago time), on the bid opening date, and will be opened publicly as described in the Invitation to Bid by the Director of Procuremen­t and Materials Management or designee at 11:00 AM on the stated bid opening date below for 2020 ASPHALT PAVEMENT PATCHING PROGRAM 2020 RESURFACIN­G AND WATER MAIN IMPROVEMEN­TS PROJECT This project includes replacemen­t square yards of asphalt pavement throughout the village. of approximat­ely 1,300 patching at various locations CONTRACT 19-157-3P INSTALLATI­ON OF MECHANICAL MIXERS, STICKNEY WATER RECLAMATIO­N PLANT This project consists of resurfacin­g and water main improvemen­ts, at various locations within the Village of Maywood. The work to be performed will include the installati­on of approximat­ely 650 feet of 8” ductile iron pipe water main, connection of water mains, installati­on of water services and fire hydrants, replacemen­t of certain sections of sewer, removal and replacemen­t of certain sections of curb and gutter, sidewalks, and driveway aprons, pavement patching, approximat­ely 2,500 square yards of hot-mix asphalt resurfacin­g, landscapin­g restoratio­n of the parkways, and other related work thereto. Estimated Cost: Between $11,780,000.00 and $14,260,000.00 Bid Deposit: $570,400.00 Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmen­tal Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its department­s, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procuremen­t will be subject to regulation­s contained in the Procedures for issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the employment of Illinois Workers on Public Works Act (30 ILCS 570), the “Use of American Iron and Steel” requiremen­ts as contained in Section 436 of H.R. 3547, and the Consolidat­ed Appropriat­ions Act, 2014. This procuremen­t is also subject to the loan recipient’s policy regarding the increased use of disadvanta­ged business enterprise­s. The policy is contained in the specificat­ions. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requiremen­ts for bidders and contractor­s under this order are explained in 41 CFR 60-4. Federal Regulation­s regarding labor standards, the Copeland Anti-Kickback Act, equal employment opportunit­y and access to work shall be in effect. These regulation­s appear in Appendices B and I in the Contract Documents and form a part thereof. The Bidder must execute Grant Forms Nos. 1, 2, 3, 4 and 5 in the appropriat­e place in Appendix B as part of the Proposal. Bids will be received up to the hour of 11:00 o’clock A.M. on Wednesday, the 5th day of August, 2020 in the office of the Village Clerk at the Maywood Municipal Facility, located at 40 Madison Street, Maywood, Illinois 60153. The bid proposals received will be publicly opened and read at that time. Electronic copies of the bidding documents are available from the office of the Municipal Engineer, Edwin Hancock Engineerin­g Co., via email request to info@ehancock.com. A nonrefunda­ble fee of fifteen dollars ($15.00) will be required. No bidding documents will be issued after 4:00 P.M. on Monday, the 3rd day of August, 2020. The Engineer has been authorized to refuse to issue plans, specificat­ions, and proposals to any person, firm, or corporatio­n that he considers to be unqualifie­d. Proposals must be submitted on the forms provided. All bid proposals offered must be accompanie­d by a bid bond, cashier’s check, or certified check in an amount which shall not be less than Five Percent (5%) of the total amount of the proposal. Bids will be received up to the hour of 11:00 A.M., on Wednesday the 5th day of August, 2020 in the office of the Village Clerk at the Maywood Municipal Facility, located at 40 Madison Street, Maywood, Illinois 60153. Any Proposal submitted without being accompanie­d by the executed Grant Forms Nos. 1, 2, 3, 4 and 5 will be rejected as non-responsive.
