A lo­cal man on pro­ba­tion for shoot­ing and stab­bing a for­mer girl­friend has been charged with as­sault­ing and chok­ing an­other woman.

Or­lando Neish, 28, of Kos­suth Street, was charged Wed­nes­day with third-de­gree as­sault, threat­en­ing and se­cond-de­gree stran­gu­la­tion as well as vi­o­la­tion of pro­ba­tion.

He is be­ing held in lieu of $150,000 bond.

Po­lice said on Sept. 8, of­fi­cers were dis­patched to Steuben Street where a woman, dressed only in her un­der­wear, was scream­ing in the street.

Po­lice said the woman told them she had got­ten into an ar­gu­ment with her boyfriend, Neish, and he had picked up a pole and hit her in the head.

Neish grabbed the woman around the neck and choked her un­til she nearly blacked out and then ripped her clothes off, po­lice said. The woman man­aged to get away and fled.

Court records show that Neish was con­victed of first-de­gree as­sault in Jan­uary 2011 and sen­tenced to eight years in prison fol­lowed by five years of pro­ba­tion.

Po­lice said in 2010, Neish stabbed his then-girl­friend in the leg and then came back to her home later and shot her in the shoul­der.
