COATESVILLE >> With the help of witnesses, Coatesville police and Chester County Detectives arrested a Coatesville resident alleged to have fatally shot an out-of-state veteran.

Chester County District Attorney Tom Hogan and Coatesville Police Chief John “Jack” Laufer announced on Wednesday the arrest of Sheron “Ryda” Jaeln Purnell on Nov. 2 for the murder of Kevin Paul Jalbert.

Coatesville police were dispatched on Oct. 3 at about 6:39 p.m. to the area of Sixth Avenue and Belmont Street for a report of a person shot. Upon arrival, police found Jalbert lying on the grass in the 600 block of Belmont Street, suffering from multiple gunshot wounds.

Police said that they hoped that witnesses in the area at the time would come forward with information. Children were among those in the proximity of what became a crime scene.

“This homicide took place in a crowded residential area with children out playing in the street,” Hogan said. “The death of the victim was senseless. The defendant is lucky he did not also gun down an innocent child.”

Jalbert, 36, of South Carolina, was pronounced dead later that night. Jalbert, a veteran, had been treated at the Coatesville Veterans Affairs Medical Center in Caln.

“This type of violence is inexcusable. The good citizens of Coatesville are outraged by a daytime shoot-

ing that endangers children,” Laufer said. “The Coatesville Police Department will continue to work to reduce violence in the area.”

Purnell, 22, of Coatesville, was arrested for murder and other charges. Police said that Purnell concealed a firearm without a license to carry. He was remanded to Chester County Prison. An arrest warrant was issued for Purnell on Oct. 31.

“This case was solved by the courage of the witnesses who were willing to come forward and assist the authorities,” Hogan said. “Combined with the hard work of the Coatesville Police Department and Chester County Detectives, this type of cooperation is what Coatesville needs as the city looks to join other Chester County areas that have rebuilt themselves.”

The District Attorney’s Office released the following information

Jalbert walked down the street when he came into contact with a group of kids that he yelled at. The kids walked away. When Purnell showed up, he reportedly engaged in a verbal confrontation with Jalbert.

based on witness accounts and video recordings:

Jalbert walked down the street when he came into contact with a group of kids that he yelled at. The kids walked away. When Purnell showed up, he reportedly engaged in a verbal confrontation with Jalbert.

They both walked up White Alley, where police said the confrontation reportedly became physical.

Jalbert was unarmed. Purnell reportedly pulled out a semi-automatic handgun and allegedly shot Jalbert several times, according to witnesses and police. Several adults and kids who witnessed it then scattered from the scene. Police said they recovered eight .25 caliber shell casings. Police interviewed several witnesses. Four eyewitnesses identified Purnell as the alleged shooter.

Laufer said the police successfully solved this case with the cooperation of the residents who witnessed the homicide and had the courage to provide information to police, enabling them to make an arrest. There are still three unsolved murders in the city this year.

Laufer asked for assistance from community members to continue helping the police by coming forward with information about the recent three homicides – a double homicide on Sept. 28 followed by another homicide a day later on Sept. 29 – that occurred the week before Jalbert was slain. He was the seventh person murdered this year in Coatesville.

Police ask that anyone with additional information on this homicide or other homicides to contact Chester County Detective Kristin Lund at 610-344-6866 or Coatesville Detective Ryan Wright at 610-384-2300.
