Dorchester native, USNA grad to speak on Sept. 11 in Easton
Capt. John Eckardt will address Navy League
EASTON — Retired U.S. Navy Capt. John P. Eckardt will be the keynote speaker during the 263rd meeting of the Eastern Shore Navy League Council on Tuesday, Sept. 11, at the Talbot Countr y Club.
Eckardt will speak on the topic “The Price of Our National Defense.” He is a 1985 graduate of CambridgeSouth Dorchester High School and is a member of the class of 1989, U.S. Naval Academy. His mother, State Sen. Addie Eckardt, R-37-Mid-Shore, will make the introductions, if she is able to attend.
Eckardt currently serves as the senior Budget Analyst in Office of the Under Secretary of Defense Comptroller/CFO, overseeing all Department of Defense Special Access Programs. During his five-year tenure with the comptroller, he also was responsible for the Department’s Unmanned Aerial Systems, Rotary/Tilt-Rotor, service Military Intelligence Programs, and all Intelligence, Surveillance and Reconnaissance programs.
Members and nonmembers are invited dinner meeting. The social hour starts at 5 p.m.; dinner call is 6 p.m. with the keynote speaker at 7 p.m. Dinner cost is $40 per person. For reservations,

The three-course dinner menu will consist of garden salad, entree, seasonal vegetables, beverages and dessert. There will be a cash bar. World War II veterans will be honored with complimentar y beverages.
A retired Navy Captain, Eckardt previously served in the Office of the Under Secretary of Defense (Comptroller) as the Lead Congressional Appropriations Liaison for all DoD Procurement, Research & Development, Missile Defense, Joint Rapid Acquisition, Defense Threat Reduction Agency, DARPA, DCMA and Navy Marine Corps issues.
Prior to his tour in the Comptroller’s office, Eckardt served as the Assistant Director, Office of Navy Budget. From 2008-2010, he served as the Deputy and acting Director of Investment & Development.
Prior to a year at the Industrial College of the Armed Forces (ICAF), Eckardt spent two years in Guam as the Commanding Officer in Military Sealift Command Guam. He is a nuclear qualified Surface Warfare Officer and served in 5 ships on both coasts (CGN, FFG, 2 CVNs and an LHA). Another shore tour was as the Budget Analyst / Financial Management Officer in Navy Budget from 2000 to 2002. Eckardt
holds two master’s degrees: an MS. in Financial Management from the Naval Postgraduate School (1997), where he was awarded the Conrad Scholar Award for distinguished academic achievement in Financial Management, and an MS in National Resource Strategy from the Industrial College of the Armed Forces (2008).
The Eastern Shore Navy League Council proudly sponsors the U.S. Navy Wallops Island Surface Combat Systems Center, and the U.S. Coast Guard Station Oxford. We host members of those stations, and present ‘Enlisted Person of the Quarter’ awards as the opportunity merits. Donations are made to sea service fleet Recreation Funds.
The Navy League Eastern Shore Council (NL ESC) also supports three high school JROTC units. These are Easton High School Navy NJROTC, Woodside HS (DE) Marine Corps JROTC, and Pocomoke High School MCJROTC. The NL council provides awards, scholarships, and financial gifts when we can. Our members attend JROTC events, Veterans Day ceremonies, and active sea service fleet activities.
