Dorch­ester na­tive, USNA grad to speak on Sept. 11 in Eas­ton

Capt. John Eckardt will ad­dress Navy League

EAS­TON — Re­tired U.S. Navy Capt. John P. Eckardt will be the key­note speaker dur­ing the 263rd meet­ing of the East­ern Shore Navy League Coun­cil on Tues­day, Sept. 11, at the Tal­bot Countr y Club.

Eckardt will speak on the topic “The Price of Our Na­tional De­fense.” He is a 1985 grad­u­ate of Cam­bridgeSouth Dorch­ester High School and is a mem­ber of the class of 1989, U.S. Naval Academy. His mother, State Sen. Ad­die Eckardt, R-37-Mid-Shore, will make the in­tro­duc­tions, if she is able to at­tend.

Eckardt cur­rently serves as the se­nior Bud­get An­a­lyst in Of­fice of the Un­der Sec­re­tary of De­fense Comp­trol­ler/CFO, over­see­ing all De­part­ment of De­fense Spe­cial Ac­cess Pro­grams. Dur­ing his five-year ten­ure with the comp­trol­ler, he also was re­spon­si­ble for the De­part­ment’s Un­manned Aerial Sys­tems, Ro­tary/Tilt-Ro­tor, ser­vice Mil­i­tary In­tel­li­gence Pro­grams, and all In­tel­li­gence, Sur­veil­lance and Re­con­nais­sance pro­grams.

Mem­bers and non­mem­bers are in­vited din­ner meet­ing. The so­cial hour starts at 5 p.m.; din­ner call is 6 p.m. with the key­note speaker at 7 p.m. Din­ner cost is $40 per per­son. For reser­va­tions,

The three-course din­ner menu will con­sist of gar­den salad, en­tree, sea­sonal veg­eta­bles, bev­er­ages and dessert. There will be a cash bar. World War II vet­er­ans will be hon­ored with com­pli­men­tar y bev­er­ages.

A re­tired Navy Cap­tain, Eckardt pre­vi­ously served in the Of­fice of the Un­der Sec­re­tary of De­fense (Comp­trol­ler) as the Lead Con­gres­sional Ap­pro­pri­a­tions Li­ai­son for all DoD Pro­cure­ment, Re­search & De­vel­op­ment, Mis­sile De­fense, Joint Rapid Ac­qui­si­tion, De­fense Threat Re­duc­tion Agency, DARPA, DCMA and Navy Marine Corps is­sues.

Prior to his tour in the Comp­trol­ler’s of­fice, Eckardt served as the As­sis­tant Di­rec­tor, Of­fice of Navy Bud­get. From 2008-2010, he served as the Deputy and act­ing Di­rec­tor of In­vest­ment & De­vel­op­ment.

Prior to a year at the In­dus­trial Col­lege of the Armed Forces (ICAF), Eckardt spent two years in Guam as the Com­mand­ing Of­fi­cer in Mil­i­tary Sealift Com­mand Guam. He is a nu­clear qual­i­fied Sur­face War­fare Of­fi­cer and served in 5 ships on both coasts (CGN, FFG, 2 CVNs and an LHA). An­other shore tour was as the Bud­get An­a­lyst / Fi­nan­cial Man­age­ment Of­fi­cer in Navy Bud­get from 2000 to 2002. Eckardt

holds two mas­ter’s de­grees: an MS. in Fi­nan­cial Man­age­ment from the Naval Post­grad­u­ate School (1997), where he was awarded the Con­rad Scholar Award for distin­guished aca­demic achieve­ment in Fi­nan­cial Man­age­ment, and an MS in Na­tional Re­source Strat­egy from the In­dus­trial Col­lege of the Armed Forces (2008).

The East­ern Shore Navy League Coun­cil proudly spon­sors the U.S. Navy Wal­lops Is­land Sur­face Com­bat Sys­tems Cen­ter, and the U.S. Coast Guard Sta­tion Ox­ford. We host mem­bers of those sta­tions, and pre­sent ‘En­listed Per­son of the Quar­ter’ awards as the op­por­tu­nity mer­its. Do­na­tions are made to sea ser­vice fleet Recre­ation Funds.

The Navy League East­ern Shore Coun­cil (NL ESC) also sup­ports three high school JROTC units. These are Eas­ton High School Navy NJROTC, Wood­side HS (DE) Marine Corps JROTC, and Po­comoke High School MCJROTC. The NL coun­cil pro­vides awards, schol­ar­ships, and fi­nan­cial gifts when we can. Our mem­bers at­tend JROTC events, Vet­er­ans Day cer­e­monies, and ac­tive sea ser­vice fleet ac­tiv­i­ties.
