Family sues over toddler’s death
Relatives of a 3-year-old girl beaten to death last year have filed a lawsuit accusing Napa officials of failing to fully investigate reports of child abuse.
Kayleigh Slusher’s father and her paternal grandparents sued in federal court in San Francisco.
They seek unspecified damages against the city of Napa, Napa police, Napa County Child Welfare Services, two police officers, a social worker and others.
Napa police found the child dead last year in the apartment where she lived with her mother, Sara Krueger, and her mother’s boyfriend, Ryan Warner. Both were charged with murder and assault.
The child’s grandmother says in the suit that she reported multiple times to authorities that her granddaughter was not being fed or cared for, and that she faced possible physical abuse from the couple.
