Fam­ily sues over tod­dler’s death

Rel­a­tives of a 3-year-old girl beaten to death last year have filed a law­suit ac­cus­ing Napa of­fi­cials of fail­ing to fully in­ves­ti­gate re­ports of child abuse.

Kayleigh Slusher’s fa­ther and her pa­ter­nal grand­par­ents sued in fed­eral court in San Fran­cisco.

They seek un­spec­i­fied dam­ages against the city of Napa, Napa po­lice, Napa County Child Wel­fare Ser­vices, two po­lice of­fi­cers, a so­cial worker and oth­ers.

Napa po­lice found the child dead last year in the apart­ment where she lived with her mother, Sara Krueger, and her mother’s boyfriend, Ryan Warner. Both were charged with mur­der and as­sault.

The child’s grand­mother says in the suit that she re­ported mul­ti­ple times to au­thor­i­ties that her grand­daugh­ter was not be­ing fed or cared for, and that she faced pos­si­ble phys­i­cal abuse from the cou­ple.
