Supportive housing project plans ongoing in Plymouth

PLYMOUTH – Efforts to create a supportive housing developmen­t near the intersecti­on of Jefferson Street and Oak Road in Plymouth are moving forward, organizers said recently. The project, sponsored by Garden Court, Inc., will be located west of Centier Bank on Jefferson Street.

Brent Martin, one of the organizers for the supportive housing effort – dubbed Serenity Place – said the Indiana Housing and Community Developmen­t Authority has received the final documents and are reviewing them. have approved the project for release of funds. Plans and specificat­ions are wrapping up and constructi­on bids will be received in March 2020.

“The Garden Court permanent supportive housing project will begin to address the needs of homelessne­ss in Marshall County by providing safe, decent, and affordable living combined with significan­t supportive services,” Martin said.

The City of Plymouth agreed to spend up to $350,000 for the project. However, that amount decreases for every dollar contribute­d from other sources, Martin said. The Marshall County Community Foundation has approved giving $50,000 for the building. The Marshall County Council declined to provide any funding.

Martin said soil investigat­ion efforts have been completed and are being reviewed by engineers. There is “significan­t debris” near Jefferson Street about 18 feet deep to the northern area of where the apartment building will be constructe­d on a specialize­d foundation, he said.

Constructi­on will take 10-11 months, and move-in is expected in spring or early summer 2021.

The building will have four threebedro­om apartments, 10 twobedroom units and four singlebedr­oom apartments. The total cost for the project is a little more than $2.5 million, with the funding coming from grants, nonprofits and other sources, officials previously said.

The exit/entrance point will be along Jefferson, with the building itself about 50 feet north of the road on the property’s east side.

The building will feature secured access with video monitoring, on-site playground, The building will meet the National Green Building Council’s “Silver” level for sustainabi­lity. Energy Star appliances, community pantry, activity room, Wi-Fi, computer lab, TV lounge and meeting rooms, officials with the Bradley Company, one of the partners in the developmen­t, previously said. Utilities will be included in the rent.

Residents will also have access to mental health, addiction and education services from local providers on-site.

Garden Court officials previously said a plurality of the complex’s tenants will be single women serving as heads of their household. Most residents will not have private transporta­tion, according to documents filed with the city.

Organizers have previously said the goal is to reduce the number of Marshall County residents relying on some of the motels on Plymouth’s north side as permanent housing.
