Make a courtesy a law
If Maryland charges a fine to deter people from staying in the left lane, they should also consider giving right-of-way to drivers that have turned on their left turn signal to get in lane so they will be able make their left turns. It is a courtesy that isn’t always honored. Instead of imposing a fine on staying in the left lane, public service courtesy notices to remind drivers to use the left lane for passing and turning. That could be a sign at the entrance of each state line and DMV entrances.
