Bay State officials are starting to regard opiate addiction as a health crisis instead of criminal behavior. The Medicines and Healthcare Products Regulatory Agency issued a warning about the potential lifethreatening exposure to the fentanyl patches used to relieve extreme pain and are in need of around-theclock comfort.
