Without a doubt
HHS needs to make “meaningful use” crystal clear and concrete, otherwise small physician practices will take their usual stance on new technology and “wait” (“ ‘Meaningful use’ at last,” Jan. 4, p. 4).
It seems to me HHS should make the original buy-in in 2011 easily achievable, such as requiring only a certified electronic health record and use of e-prescribing. Then, in later years they can add more criteria—which will give them more time to create test sites and make tangible the more difficult tasks of interchange and quality measurement. Make it too hard to understand or difficult to achieve and the whole effort will be counterproductive.
