Joel Ario, Penn­syl­va­nia’s in­surance com­mis­sioner, is join­ing HHS as di­rec­tor of the newly cre­ated Of­fice of In­surance Ex­changes, ef­fec­tive Aug. 30. Ario will be re­spon­si­ble for the state-based health in­surance ex­changes to be set up by Jan­uary 2014, as man­dated in the Pa­tient Pro­tec­tion and Af­ford­able Care Act. The Of­fice of In­surance Ex­changes will be housed in HHS’ Of­fice of Con­sumer In­for­ma­tion and In­surance Over­sight. Ario has served as Penn­syl­va­nia’s in­surance com­mis­sioner since July 2007. Penn­syl­va­nia Gov. Ed Ren­dell named Robert Prat­ter to serve as act­ing state in­surance com­mis­sioner. Prat­ter is ex­ec­u­tive deputy gen­eral coun­sel for lit­i­ga­tion with the state’s Of­fice of Gen­eral Coun­sel. Ages for Ario and Prat­ter were not avail­able.
