“Florida law­mak­ers are tak­ing an ax to health pro­grams to bal­ance the state bud­get. House and Se­nate bud­get ne­go­tia­tors agreed to chop at least $300 mil­lion out of pay­ments to hos­pi­tals and nurs­ing homes. … Law­mak­ers could have soft­ened the blow to the state’s health­care sys­tem by ac­cept­ing more than $400 mil­lion in fed­eral funds to in­crease pay­ments to pri­mary-care physi­cians for treat­ing Med­i­caid pa­tients. If more doc­tors in Florida took on those pa­tients, fewer would wind up in hos­pi­tals.
