Bar­clay But­ler is the new di­rec­tor of the VA’S and the De­fense Depart­ment’s In­ter­a­gency Pro­gram Of­fice, ef­fec­tive Feb. 27, ac­cord­ing to a De­fense Depart­ment memo. But­ler will over­see de­vel­op­ment of the in­te­grated elec­tronic health record, or IEHR, which aims to cre­ate joint, in­ter­op­er­a­ble record­keep­ing sys­tems at the two de­part­ments, and the vir­tual life­time elec­tronic record, or VLER, a pro­posed lon­gi­tu­di­nal pa­tient record for armed-ser­vices per­son­nel and their fam­ily mem­bers as they move be­tween the mil­i­tary and vet­er­ans health sys­tems. But­ler pre­vi­ously was pres­i­dent of pro­grams for Har­ris Health­care So­lu­tions, part of Melbourne, Fla.-based Har­ris Corp. But­ler is a re­tired U.S. Army colonel and served as the CIO of the U.S. Army Med­i­cal Depart­ment. His age was not pro­vided. …

Juliet Choi was ap­pointed chief of staff and se­nior ad­viser within HHS’ Of­fice for Civil Rights, the of­fice re­spon­si­ble for in­ves­ti­gat­ing public com­plaints and pro­vid­ing ed­u­ca­tion about fed­eral nondis­crim­i­na­tion and health in­for­ma­tion pol­icy laws. Most re­cently, Choi was se­nior di­rec­tor for dis­as­ter part­ner­ships at the Amer­i­can Red Cross. Pre­vi­ously, she was a law fel­low and staff at­tor­ney at the Asian Amer­i­can Jus­tice Cen­ter. Choi’s age was not pro­vided.
