For fis­cal 2013, the first year of its hospice qual­ity- re­port­ing pro­gram, the CMS is re­quir­ing hospices to re­port data on two mea­sures:

NQF 0209- Com­fort­able Dy­ing Mea­sure

De­vel­oped by the Na­tional Hospice and Pal­lia­tive Care Or­ga­ni­za­tion and en­dorsed by the Na­tional Qual­ity Forum, this in­di­ca­tor mea­sures whether pa­tients who re­ported be­ing un­com­fort­able be­cause of pain at their ini­tial as­sess­ment af­ter ad­mis­sion to hospice had their pain brought to a com­fort­able level within 48 hours.

Struc­tural/ qapi Mea­sure

This mea­sure re­flects whether hospices have an in­ter­nal qual­ity as­sess­ment and per­for­mance- im­prove­ment pro­gram, or QAPI, in place dur­ing the fourth quar­ter of 2012. That QAPI pro­gram must in­clude at least three pa­tient­care- re­lated in­di­ca­tors.
