As they grap­ple with con­tain­ing the cost of car­ing for pa­tients who fre­quently re­turn to the ER or hospi­tal for care, some hos­pi­tals are try­ing a new route: hous­ing. In San Fran­cisco, plans are un­der way to house 50 home­less pa­tients. “Hos­pi­tal­iza­tion is a fail­ure of the med­i­cal sys­tem. It means that the con­di­tion has got­ten so out of con­trol that some­one is at risk of life or limb,” says Dr. Kelly Pfeifer, left, of the San Fran­cisco Health Plan.
