The CMS said the Af­ford­able Care Act may have caused a sig­nif­i­cant in­crease in im­proper Med­i­caid pay­ments.

The rate of im­proper pay­ments has jumped from 5.8% or $14.4 bil­lion in fis­cal 2013 to 9.78% or $29.12 bil­lion in fis­cal 2015, ac­cord­ing to an HHS fi­nan­cial au­dit. CMS Chief Med­i­cal Of­fi­cer Dr. Pa­trick Con­way has at­trib­uted the in­crease to dif­fi­cul­ties state agen­cies are hav­ing with new provider en­roll­ment and screen­ing re­quire­ments un­der the ACA. With­out the new re­quire­ments, the Med­i­caid im­proper pay­ment rate would have de­creased to 5.1%, Con­way said.
