Who should pay the tab for opioid addiction treatment?

Related: The question posed is: Are heroin addicts going to think about their deductible and copays before snorting or shooting up? Perhaps not. But a better question would be: Should the average family trying to afford sky- high health insurance premiums be compelled to underwrite the direct costs of folks who choose to use addictive drugs?
