Abasic rule of child-rearing: When a kid wants to read, you let him or her read. A great huzzah, then, to the city’s public libraries, across all five boroughs, for forgiving — in a one-time amnesty — $2.25 million in youngsters’ late fees. Some 160,000 children had hit $15 in fines a piece, and were therefore locked out of borrowing. Good for libraries, and the JPB Foundation, for turning the page.
