HOCKESSIN, DEL. — Wil­liam M.D. Roe, LCDR, USN, Re­tired, of Cokes­bury Vil­lage, Hockessin, Del., for­merly of Sudlersville, died on Oct. 2, 2016. Bill, as he was known by fam­ily and friends, age 94, was the son of former Mary­land State Se­na­tor and U.S. Con­gress­man Dud­ley George Roe and Anna Met­calfe Roe.

He mar­ried El­iz­a­beth Bai­ley Phillips of Hamp­ton, Va., 1944, in Oak­land, Calif.

Bill grad­u­ated from Sudlersville High School in 1938, McDonough School in 1939, and Washington Col­lege in Jan. 1943. At col­lege, he be­longed to Theta Chi Fra­ter­nity and the Var­sity Club. In his ju­nior year, he de­feated all two-mile run­ners from the Univer­sity of Delaware and from all Mary­land col­leges ex­cept Navy and the Univer­sity of Mary­land.

He ac­cel­er­ated his grad­u­a­tion by at­tend­ing sum­mer school so he could grad­u­ate in Jan. 1943 and be­gin ac­tive Navy duty, there­fore he was not able to com­pete with his track team his se­nior col­lege year. Dur­ing World War II, he served in the Pa­cific The­ater. Later he served on ships of the At­lantic Fleet in the Caribbean, Europe and the Per­sian Gulf. He also served at sea on Far Eastern tours, and had shore duty in Vir­ginia, Cal­i­for­nia, Ja­pan and Penn­syl­va­nia.

Af­ter re­tire­ment from the Navy in 1964, he re­turned to the fam­ily home, Roe­croft Hall, and worked in the Sudlersville Bank of Mary­land for 25 years, re­tir­ing as its pres­i­dent in 1989.

Bill was a char­ter life mem­ber of Amer­i­can Le­gion Post 18, a mem­ber of the Queen Anne’s County Board of Ed­u­ca­tion for 10 years, serv­ing as pres­i­dent for two years, and also a mem­ber of the gov­ern­ing board of Ch­e­sa­peake Col­lege. He also was a mem­ber of the Queen Anne’s County His­tor­i­cal So­ci­ety, a vestry­man, Sunday school su­per­in­ten­dent and trea­surer of St. Andrews Epis­co­pal Church, Sudlersville un­til 1985, when he joined the Angli­can Church to re­main with his tra­di­tional faith.

In ad­di­tion to his par­ents, Bill was pre­de­ceased by his beloved wife of 71 years, Libby, in Sept. 2015; also a sis­ter, Anna El­iz­a­beth Roe; broth­ers, Dud­ley Roe Jr. and Brown M. Roe; and two neph­ews, Dud­ley G. Roe 3rd and Brown M. Roe Jr.

He is sur­vived by his chil­dren, Jane Roe Fox Bab­cock (Stover), Wil­liam M.D. “Bud” Roe Jr. (Myra) and Charles P. “Phil” Roe (Yvonne); six grand­chil­dren; and one great-grand­daugh­ter.

In 2007, Bill and Libby moved to Cokes­bury Vil­lage in Hockessin to be near their daugh­ter, Jane. The fam­ily wishes to thank the staff at Cokes­bury Vil­lage and es­pe­cially the staff in Health Care, and the staff at VITAS Hospice, for their ex­tra­or­di­nary care of Bill.

A me­mo­rial ser­vice will be held at Cokes­bury Vil­lage at 2 p.m. Oct. 22. Burial will be at Sudlersville Ceme­tery at a later date.
