Bud­get sched­ule for FY19 ap­proved

CEN­TRE­VILLE — The Queen Anne’s County Com­mis­sion­ers com­pleted its first ac­tion for the up­com­ing bud­get cy­cle dur­ing the Tues­day, Sept. 26, meet­ing by ap­prov­ing a cal­en­dar of events re­lated to the cre­ation of the fis­cal 2019 bud­get.

The en­tire bud­get process, which goes from Septem­ber through May, projects rev­enue and spend­ing from each county depart­ment and cre­ates line-items list­ing out fu­ture ex­pen­di­tures.

Af­ter a Spend­ing Af­ford­abil­ity Com­mit­tee re­port is sub­mit­ted to the com­mis­sion­ers by Nov. 1, draft bud­get guide­lines will be set by mid-Novem­ber with work­shops for op­er­at­ing and cap­i­tal bud­gets with each depart­ment head to fol­low. By Dec. 19 the de­part­ments are asked to have sub­mit­ted a cap­i­tal projects bud­get list.

A one-week bud­get in­struc­tion and train­ing pe­riod will be held Nov. 15-21. Time has also been al­lo­cated for de­part­ments to meet with the Bud­get Of­fice the week of Jan. 15 prior to meet­ings with County Ad­min­is­tra­tor Gregg Todd. Di­rec­tors meet with Todd Feb. 7–19.

On Jan. 2, de­part­ments must have op­er­at­ing bud­gets sub­mit­ted to the Of­fice of Bud­get, Fi­nance and In­for­ma­tion Tech­nol­ogy, list­ing jus­ti­fi­ca­tions for po­ten­tial spend­ing, depart­ment over­views, and po­si­tion change re­quests as well as other de­part­men­tal in­for­ma­tion.

Af­ter the county com­mis­sion­ers re­ceive the draft bud­get on March 13, bud­get work ses­sions will be held on March 20, March 27, March 29 and April 3. Two of the work ses­sions will fo­cus on the cap­i­tal bud­get and the pro­posed tax rates.

Ci­ti­zens will be mailed pro­posed bud­get doc­u­ments on April 12 with three pub­lic hear­ings to fol­low. The hear­ings will be held as fol­lows: Bay­side Ele­men­tary School, April 23; Lib­erty Build­ing in Cen­tre­ville, April 24; and Sudlersville Mid­dle School, April 25.

Ci­ti­zens are asked to at­tend the meet­ings and voice their sup­port, con­cerns and ques­tions re­gard­ing the pro­posed bud­get. Speak­ers will have three min­utes to speak.

Fi­nal changes to the bud­get and tax rates will be com­pleted dur­ing the fifth bud­get work ses­sion on May 8. The county com­mis­sion­ers will adopt the bud­get and fis­cal 2019 tax rate on May 22. The fis­cal cal­en­dar be­gins on July 1.
