Budget schedule for FY19 approved
CENTREVILLE — The Queen Anne’s County Commissioners completed its first action for the upcoming budget cycle during the Tuesday, Sept. 26, meeting by approving a calendar of events related to the creation of the fiscal 2019 budget.
The entire budget process, which goes from September through May, projects revenue and spending from each county department and creates line-items listing out future expenditures.
After a Spending Affordability Committee report is submitted to the commissioners by Nov. 1, draft budget guidelines will be set by mid-November with workshops for operating and capital budgets with each department head to follow. By Dec. 19 the departments are asked to have submitted a capital projects budget list.
A one-week budget instruction and training period will be held Nov. 15-21. Time has also been allocated for departments to meet with the Budget Office the week of Jan. 15 prior to meetings with County Administrator Gregg Todd. Directors meet with Todd Feb. 7–19.
On Jan. 2, departments must have operating budgets submitted to the Office of Budget, Finance and Information Technology, listing justifications for potential spending, department overviews, and position change requests as well as other departmental information.
After the county commissioners receive the draft budget on March 13, budget work sessions will be held on March 20, March 27, March 29 and April 3. Two of the work sessions will focus on the capital budget and the proposed tax rates.
Citizens will be mailed proposed budget documents on April 12 with three public hearings to follow. The hearings will be held as follows: Bayside Elementary School, April 23; Liberty Building in Centreville, April 24; and Sudlersville Middle School, April 25.
Citizens are asked to attend the meetings and voice their support, concerns and questions regarding the proposed budget. Speakers will have three minutes to speak.
Final changes to the budget and tax rates will be completed during the fifth budget work session on May 8. The county commissioners will adopt the budget and fiscal 2019 tax rate on May 22. The fiscal calendar begins on July 1.
