63, of Glen Allen, passed away Satur­day, Oc­to­ber 7, 2017, in Cookeville, Tenn.

He was born Au­gust 3, 1954, in Roanoke, a son of the late Rita "Betsy" Mar­garet (Brock) and William McCluer Dunlap Jr.

On Septem­ber 11, 1993, he mar­ried An­nette Lynne Skinner. Billy was a part­ner and gen­eral man­ager of Sam English of Vir­ginia, a com­pany that spe­cial­ized in boiler main­te­nance. He en­joyed fish­ing and hunt­ing. Above all, he will be re­mem­bered as a lov­ing hus­band, fa­ther and grand­fa­ther.

In ad­di­tion to his wife, he is sur­vived by two sons and a daugh­ter-in-law, William "Trea" McCluer Dunlap IV and Rachel of Hen­rico, Bran­don Shell and girl­friend, Jes­sica Dur­gin of Glen Allen; one grand­daugh­ter, Pene­lope Dunlap; two grand­sons, Bran­don Jr. and Jaxon Shell; four sis­ters, Vicki Sobrita of Amelia, Patti Boyd of On­tario, Canada, Betty Can­ning of White Stone and Cindy Tuck of Tap­pa­han­nock; as well as a brother, Richard Dunlap of Bumpass.

A grave­side ser­vice will be con­ducted on Satur­day, Oc­to­ber 14, at 2 p.m., in Mon­terey Ceme­tery with the pas­tor Mary Robin­son of­fi­ci­at­ing. Fam­ily will re­ceive friends from 12:30 to 1:30 p.m. at Obaugh Funeral Home.

Ad­di­tion­ally, a memo­rial ser­vice will be held Fri­day, Oc­to­ber 20, 1 to 4 p.m., at Bel­mont Re­cre­ation Cen­ter, 1600 Hil­liard Road, Hen­rico, Va. 23228.
