82, passed away peace­fully on Sun­day, Oc­to­ber 28, 2018. Born in North Carolina, she was pre­ceded in death by her hus­band of 50 years, Rupert A. "Jack" Shank; par­ents, Wil­liam L. and Sarah L. Wa­ters; and sis­ter, Sarah Y. Rogers. Bil­lie is sur­vived by her daugh­ter, Eliz­a­beth S. Creger (Joey); grand­son, Derek M. Creger (Sara); great­grand­daugh­ter, Harper L. Creger, all of Ch­ester­field; and sis­ter, Janie E. Blake of San Car­los, Calif.; as well as other rel­a­tives and friends. Dur­ing high school in Rose Hill, N.C., Bil­lie was an out­stand­ing bas­ket­ball player and was named All Amer­i­can her se­nior year. She was a grad­u­ate of Rich­mond Pro­fes­sional In­sti­tute (now VCU), where she re­ceived her teach­ing de­gree and met her fu­ture hus­band. Af­ter grad­u­a­tion, she taught school in North Carolina prior to re­turn­ing to Rich­mond, mar­ry­ing and rais­ing her fam­ily. A me­mo­rial ser­vice will be held on Thurs­day, Novem­ber 15, 2018, at 11 a.m., at Dale Me­mo­rial Park in Ch­ester­field, Va. In lieu of flow­ers, me­mo­rial con­tri­bu­tions may be made to a char­ity of your choice.
