BILLS THAT FAILED THIS YEAR

San Francisco Chronicle Late Edition - - FROM THE COVER -

AB186 by Assemblywoman Susan Eggman, D-Stockton, would have allowed some counties — including Alameda and San Francisco — to create safe injection sites to reduce opioid overdoses.

SB328 by state Sen. Anthony Portantino, D-La Cañada Flintridge (Los Angeles County), would have required middle and high schools to start no earlier than 8:30 a.m.

SB100 by de León would have required California to receive all of its power from renewable sources by 2045. De León said new transparency rules that require bills to be online at least 72 hours before a vote made it difficult to pull the bill across the finish line. “Three days, 72 hours, are like dog years in the last week,” he said. “It complicates things, no doubt.”
